por que o outlook não envia mais anexos?

antes mesmo da atualização para win 8,1 o outlook já não enviava anexos pois o win informava que não havia cliente de e-mail instalado ou associado para fazer tal tarefa, só algumas vezes.  então seguindo a orientação do win: painel de controle/programas padrão etc... e nada.
Gostaria de receber ajuda aqui do gpc, aliás como sempre recebo.
