Clico com o botão direito no desktop e ao mexer o cursor aparece aquela bolinha azul carregando e fecha a guiazinha(nova pasta,etc) que abriu, como posso resolver?

entao, comprei um notebook da samsung e ele é windows10, sempre que clico com o botão esquerdo no desktop e vou tentar entrar em personalizar ou até mesmo criar alguma uma pasta, quando mexo o cursor ou até mesmo parado ele carrega(aparece a bolinha azul) e fecha a abinha. Outro exemplo é agora mesmo que estou escrevendo esse texto,ocorreu que enquanto escrevia eu tirei o cursor de dentro do quadro que clica para escrever e quando fiz isso e o deixei fora, ele carregou(apareceu a bolinha azul) e tirou a possibilidade de eu escrever, tive que clicar novamente aqui para conseguir escrever.
