Formatei um pc c/ o windows 7, mas está com problemas na inicialização; no logotipo do win que começaria a carregar ele reinicia, já tentei de tudo o que pude e já não sei mais o q fazer

Estou negociando um pc para comprar, formatei ele e coloquei o windows 7, mas está com problemas na inicialização; quando chega no logotipo e começaria a carregar ele reinicia, já tentei configurar a bios para o Sata IDE, RAID e acho que AHCD também, e de todas as formas não deram certo, formatei o Hd em outro pc e mesmo assim dá o mesmo problema, coloquei um Hd com cabo flat (antigo) para testar e nem consigo fazer o pc reconhecer este Hd, e o estranho é que se eu formato pelo windows XP entra normalmente; olha eu tenho curso, faço manutenção em computadores e possuo uma lan-house, mas devo reconhecer que já não sei mais o que fazer para corrigir isto, então recorri ao site e se não achar um forma de reparar isto eu irei desfazer o negócio; este pc está c/ windows 7 ultimate, Hd sata 160 Gb, processador celeron, e por enquanto memória ram de 1 Giga; no que puderem me ajudar eu desde já agradeço...
