Comprei un notebook usado e ele esta bloqueado pelo administrador

Recentemente estive no Chile a trabalho e acabei leiloando um notebook DELL usado em bom estado de conservação para dar de presente para minha mãe. Chegando aqui, descobri que o mesmo está bloqueado pelo administrador  de rede e NÃO CONSIGO INSTALAR NADA NO MESMO. Tentei sem sucesso formatar o mesmo, pois, vem um aviso que não tenho permissão para formatar o drive C. PERGUNTO: QUEM PODE ME ORIENTAR DE COMO "FORÇAR" A FORMATAÇÃO do notebook e reinstalar o windows (informo que tenho razoavel/bom conhecimento de informatica, mas, nunca formatei e dei boot em computador.... apenas instalei windows e office).
