Qual melhor upgrade possível com 500R$?

Meu computador é o seguinte:
GA-VM800-PMC
Pentium 4 631 3.0Ghz
768Mb PC3200
Fonte genérica de 500W
HD Maxtor ATA 80GB
Esse computador já não consegue mais rodar nada satisfatóriamente então estou precisando de um upgrade.
O computador vai ser usado para entrar na internet e de vez em quando Visual Studio, NetBeans e MySQL.
