It has been revealed that a former naval colonel frequently mentioned his authority while on active duty and received bribes, including golf clubs and luxury shoes, from subordinate officers.

The Board of Audit and Inspection disclosed this information through the Navy Headquarters regular audit report on the 19th.

In 2020, Mr. A, who was a Navy colonel and the head of a supply depot in charge of military supplies, sent a message to Major B, who was then a lieutenant, regarding a promotion and then requested and received golf clubs worth 149,000 won.

Person A, who was appointed as Vice Admiral of the Navy Headquarters in 2021, played golf with Person B and again made statements indicating his authority regarding Person B's promotion, demanded dress shoes, and received a pair of shoes worth 1.19 million won. To commemorate his transfer from the supply depot to the headquarters deputy chief at the end of 2020, Mr. A asked a major and two lieutenant colonels to give him golf clubs he had always wanted as gifts, and received drivers worth 300,000 won.

A year earlier, in 2019, Mr. A also asked another major to give a gift certificate instead of a bouquet of flowers at his son's commissioning ceremony.

The amount of money and valuables received by Person A from subordinates related to his duties, such as job recommendations, performance evaluations, and promotion reviews while in positions such as division chief and deputy division chief, amounted to approximately 2.39 million won. In addition, Mr. A frequently mentioned his official authority and instructed his subordinate officers to play golf with their spouses on weekends and holidays.

A total of six subordinate officers were mobilized for this 'golf mission', including two majors and four lieutenant colonels.

They were mobilized for golf between 5 and 32 times over a period of 23 months from January 2021 to November 2022.

In addition, Mr. A instructed that the cost of dinner for himself or his spouse after golfing on the weekend be first paid on credit and then paid as business expenses on weekdays to make it appear as if it were a normal expenditure for a public purpose.

The number of times the Navy budget was misappropriated in this way was 18, and the amount reached 3.21 million won.

Person A, who served as a supply depot chief as an active-duty naval colonel during the Moon Jae-in administration, was reappointed as a supply depot chief as a military service member after being discharged from the current administration.

The Board of Audit and Inspection requested the Navy to dismiss Mr. A. In addition, this audit also found that the Navy applied excessive profit distribution standards (profit distribution ratio of 60-70%) to companies in the process of entrusting management of the ceremonial business of military-owned hotels through a contract.

The Board of Audit and Inspection explained that the trustee company is expected to see investment returns exceeding 2.5 times the investment amount from last year to 2032.

It was also found that the company, as the trustee, used the money paid by the Navy for purchasing materials for personal use or fraudulently claimed the money used for personal use as operating expenses to the Navy.

Accordingly, the Board of Audit and Inspection warned the Navy to thoroughly carry out the work of entrusting the management of national property and notified it to prepare measures such as terminating the contract with a trustee who violates the contract terms.

The Navy stated, "We respect the results of the audit and take the matter very seriously," adding, "We have removed the perpetrators from their positions and are currently conducting an investigation by military investigative authorities and disciplinary procedures simultaneously."

He added, "We will take strict action in accordance with laws and regulations and devise countermeasures for other audit results."
